Under the direct supervision of the Head of UNODC Country Office in Vietnam the Programme Specialist will be responsible for the overall implementation of UNODC Country Programme in Vietnam and other activities, as assigned by the Head of the office. In carrying out his/her duties, the incumbent will provide analysis and keep abreast of country developments, policies and strategic priorities for the adequate programme response in the area of UNODC mandate. S/he will ensure that the management support is adequate for the efficient UNODC operations by monitoring and directly leading implementation of the Programme, take timely remedial action to put it on track, whenever needed.  S/he will advise the Head of the office on remedial action. Given overall One UN framework in Vietnam, the incumbent will ensure compliance of UNODC programme activities with the One UN priorities and benchmarks.

In performing relevant duties, the Programme Specialist will lead the UNODC programme team in strategic planning and implementation, identifies new programme areas while ensuring consistency with UNODC priorities and creative responses to emerging challenges and opportunities. S/he will liaise with the relevant One UN teams, programme staff in other UN Agencies, Regional Center in Bangkok, UNODC HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNODC programme.
