Engineering Manager - Vietnam
An established international oil & gas operator in HCMC, Vietnam.
The Role:
Engineering Manager to work on a field development project.
Technical Authority for Co. asset, with the following responsibilities:
To assist with offshore technical issues identified by the offshore Operations team;
Liaise with FPSO Charter Party Contractor to resolve technical issues on the vessel;
Directly manage modifications required if any to the WHP-CS using in-house resource supplemented where necessary by external consultants or engineering houses.
To ensure that Verification of Performance Standards are being performed transparently by Co.'s Independent Verification Body;
To update the company Safety Case at regular intervals and manage the supporting safety studies;
Provide technical input into emerging projects and other potential tiebacks to the existing facilities ;
Responsible for the management of engineering deliverables from the EPCI contractor, design consultants and other specialist vendor for assigned projects
Manage the technical interface between ongoing development projects and other interested parties including, but not limited to:
Company Corporate project and HSE Audits;
Field Joint Venture Partners;
Vietnam Register;
Independent Verification Body;
Gas transporters and buyer
Provide professional development and leadership for expat and local staff reports, through a programme of formal training, clear role definition, KPIs, feedback and clear delegation of accountabilities where appropriate.
Essential Skills / Qualifications:
20 years of demonstrable offshore oil and gas experience in an engineering capacity of which the following should be covered with the last 10 years being at a management/supervisory level:
Direct experience in a previous capacity as technical authority or engineering manager
Previous experience within project development teams through project conception, definition, detail design phases and project close out;
Familiarity with Safety Case regime and previous experience in handling a QRA done by others and the supporting process safety studies;
Familiarity with Performance Standards and Independent Verification*;
Experience in commissioning and offshore operations;
Significant experience in subsea operations, concept development and engineering development
Must have a multi discipline knowledge across, topsides, subsea, construction and EPCI activities
Proven track record in FPSO development and operations

The International Labour Organisation (ILO) Country Office for Viet Nam invites applications from Vietnamese nationals for the post of Programme Officer in statistics. The position is responsible to oversee the school-to-work transition surveys in five countries: Bangladesh, Cambodia, the Philippine, Samoa and Vietnam. The assignment is based in the ILO Country Office for Vietnam in Hanoi for one year at NOB level, with the possibility of extension subject to satisfactory performance and availability of funds.

Minimum requirements:
At least first level university degree in Statistics or Economics with a specialization in quantitative techniques (preferably in statistics).
