Background
The Office of Evaluation of the Food and Agriculture Organization (FAO) is undertaking an evaluation of FAO’s cooperation in the Socialist Republic of Viet Nam during the period 2006-2012 and is soliciting applications from qualified experts for Team Member positions in the assessment. FAO’s assistance to Viet Nam between 2006 and 2012 was provided to a broad spectrum of sectors and on a variety of issues, under a policy environment for decentralization and market development. Since 2008, it was implemented through the One UN approach for Viet Nam, one of the eight Delivering-as-One pilot countries under the One UN initiative.
The Evaluation
The country evaluation will assess the relevance, effectiveness, efficiency, sustainability and impact of the totality of FAO’s work in Viet Nam, including its country and regional projects relating to Viet Nam, relevant normative work and the activities of the FAO country representation all within the context of Viet Nam’s progress in agricultural development, food security and natural resource management. Given FAO’s participation in the One UN Plan for the country, the evaluation will assess FAO’s cooperation in the context of the One UN approach and contribution of the approach to FAO’s delivery. The evaluation aims to contribute to and inform the ongoing discussion within UN agencies on improving coherence and delivery of UN assistance at country level. The scope of the evaluation will be determined in consultation with FAO and external stakeholders, including the Government of Viet Nam, other UN agencies, and the donor community. The methodologies used will be both qualitative and quantitative, with semi-structured interviews of programme stakeholders and documentary analysis being key tools.
Composition of the Evaluation Team
The Evaluation will be managed by an Office of Evaluation (OED) Evaluation Manager and conducted with a Team Leader/expert in institutional analysis. Based on the nature of FAO’s support to Viet Nam over the evaluation period, OED is searching for national and international consultant experts to be team members in the following tentative areas:
1. Rural development, including policy assistance, pro-poor risk reduction, strengthening farmers’ organizations, green production and trade, and value- and market-chain development
2. Food safety and quality, involving legislation and capacity strengthening, and preferably including pesticide risk reduction
3. Climate change adaptation in agriculture, disaster risk reduction and emergency seed provision
4. Fisheries, including national and community fisheries management, bycatch reduction, exporting under WTO, and the minimization of low-value fish use.
All team members are expected to have experience in evaluating complex programmes. As capacity development and policy assistance are important aspects of FAO’s support in Viet Nam, team members should have strong experience in these areas as well. Gender analysis will be required from all experts in the team. Experience in Viet Nam would be strongly preferred.

Successful and friendly South China Airline are seeking experienced and current 737NG Captains for a 3 year renewable contract. The position is based in Southern China. The rotation is 6 weeks on and 2 weeks off.
737CL Captains are welcomed as they will be given the NG upgrade if required. Small Bond Applies. 737NG Captains who have moved to a wide body aircraft and wish to return to the 737NG are welcome to apply.

Pilot Requirements:
5000 Hours total time
4000 Hours Jet time
500 Hours PIC on EITHER 737NG or CL
Must be current and last flight on type within 12 the last months
Age no older than 55 at date of joining
No limitations on licence
ELP level 4 cert as minimum
No history of accident or incidents
No criminal record.
Salary & Benefits Include
YEAR 1:Basic salary $11,500 USD per month net of Chinese Taxes based on 150 block hours over each calendar 2 month period once checked to line.
YEAR 2: Basic Salary $12,500 USD per month net.
Year 3: $14,000 USD per month net
Overtime $200 USD per block hours net of Chinese Tax
Loyalty Bonus -
Year 1 $12,000 USD net of Chinese Tax.
Year 2 $14,000 USD net of Chinese Tax
Year 3 $16,000 USD net of Chinese Tax
Year 4 onwards: $18,000 USD net of Chinese Tax
Bonus based on not less than 700 block hours unless the under achievement is soley due to the Companys scheduling.
Housing - Company apartment which includes a Pilot fitness centre and internet at main operation base or an allowance of 7000 RMB per month net of Chinese Taxes to fund the Employee's own apartment.
At the end of each year $6,000 USD Travel allowance net of Chinese Tax will be paid to the Pilot for his International Travel for their 2 weeks off. Plus other travel benefits.
