National Project Coordinator, ILO project on Strengthening of in-land tourism in Quang Nam province, Vietnam (Re-advertisement)
The ILO Office in Vietnam implements its activities in close partnership with the Government of Viet Nam, in particular with its technical line ministry, Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the employers' and workers' organizations, for the implementation of its activities and programmes promoting Decent Work for All in Viet Nam.
The National Programme Coordinator works under overall management of the Director of the ILO Office in Hanoi and with technical backstop from International Consultants. He/she will work closely together with ILO Programme Officers in Hanoi. S/he performs a wide range of tasks in support of an effective implementation of the ILO project on Strengthening of in-land tourism in Quang Nam province, Vietnam. S/he will provide credible technical and administrative inputs; Coordinate activities and output planning and delivery with partners and beneficiaries; Prepare work plans, detailed cost estimates and budgets, progress reports, financial reports and monitoring & evaluation reports, in consultation with technical backstopping support from two International Experts, Regional office and HQ, and Programme officers; Coordinate and liaise closely on project activities with the Provincial Project Management Board ; with other ILO projects in the province and other UN projects; Monitor, backstop and evaluate the work of implementing partners and consultants involved in the implementation of project activities; Compile project information and materials as required, ensuring the documentation of lessons learned for sharing, replication and promotion.
Education: University degree in social science, economics, tourism, business administration, or a related discipline, or equivalent in experience.
Experience: At least 2/3 years of proven management experience in development projects at the national and/or provincial level, including field experience in project coordination and implementation. Proven capacity to initiate and implement project activities and manage budgets. Experience in tourism value chain development is an asset. Familiarity with the ILO, its work and procedures is an asset. Working experience in Central Vietnam or Quang Nam is an advantage.
Languages: Excellent knowledge of Vietnamese and English.
Competencies: Demonstrated ability to implement and manage technical co-operation projects of international organizations; Ability to work effectively in an international project team and participate in technical and advisory missions to other provinces; Ability to prepare reports of a sound technical quality; Knowledge of programme and budget, project administration and project evaluation concepts and procedures. Good organisational skills; Proficient in basic computer software (Microsoft Word, Powerpoint, Excel, and WP).
